Blank Rome Announces 2017 Promotions: 11 Partners, 4 Of Counsel

Blank Rome LLP is pleased to announce that eight associates and three of counsel have been elected partner, and four associates have been elevated to of counsel, effective January 1, 2017. The newly elected partners are Mayling C. Blanco, Dayna C. Finkelstein, Andrew J. Haas, Alex E. Hassid, Nikhil A. Heble, Michael A. Iannucci, Rustin I. Paul, Christopher J. Petersen, James J. Quinlan, Jonathan M. Robbin, and Nancy Oliphant Ryan. The new of counsel are Marquel S. Jordan, Jason I. Miller, Kevin M. O’Malley, and Adrien C. Pickard.

Mayling C. Blanco
White Collar and Defense and Investigations • New York 
Mayling represents corporations and individuals in white collar defense, government investigations, and commercial litigation matters, notably concentrating her practice on the Foreign Corrupt Practices Act and corporate fraud, as well as matters implicating criminal tax exposure. She has conducted domestic and international, multijurisdictional investigations for clients with ventures in Latin America, Asia, and Europe, and has represented her clients before the U.S. Department of Justice’s Criminal, Civil, and Tax Divisions. She also advises corporations and financial institutions in connection with corporate governance and compliance matters. In litigation, Mayling has experience before various Federal District Courts, U.S. Tax Court, the Superior Court of New Jersey, the New Jersey Appellate Division, and the New Jersey Supreme Court, defending clients in white collar, tax, commercial, employment, and constitutional matters. She is a member of the Seton Hall Alumni Council, the Firm’s Diversity Committee, and active with the Hispanic National Bar Association and the New Jersey Hispanic Bar Association.

   

Dayna C. Finkelstein
Real Estate • Philadelphia
Dayna concentrates her practice in commercial real estate matters, including acquisitions, dispositions, leasing, financing, and joint venture work. She represents real estate owners, borrowers, developers, tenants, and stakeholders in both local and national transactions involving a wide range of asset classes encompassing retail, office, multifamily, and industrial properties. She has significant experience representing REITs in both single asset and portfolio transactions, and also counsels private equity firms and other sophisticated corporate clients on the real estate aspects of mergers, stock purchases, and other corporate transactions. Dayna represents pro bono clients through Philadelphia VIP, and serves as a mentor in the Firm’s summer associate program. Currently, Dayna serves as a board member of the Jewish Federation of Greater Philadelphia’s (“JFGP”) Commission on Social Responsibility and as a member of JFGP’s Innovation Fund Committee. She is also a program committee member of Jewish Federation Real Estate (“JFRE”) and a participant in the Ben Gurion Society.
 

Andrew J. Haas
Tax, Benefits, and Private Client • Philadelphia
Andrew concentrates his practice in the areas of estate, tax, and closely held business planning. He regularly works with business owners and entrepreneurs to effectively integrate business interests into a comprehensive estate plan. He also counsels high-net-worth individuals, professional athletes, and families, and works closely with clients and their professional advisors to ensure seamless exchange of information, as well as the effective implementation and administration of estate planning strategies. He is the author of the chapter “Estate Planning For Closely-Held Businesses” in Estate Planning in Pennsylvania, 4th Edition (PBI Press). Andrew currently serves as a member of the board of directors of the Philadelphia Estate Planning Council and as a co-chairman of its Outreach Committee; a member of the Tax Committee of the Probate and Trust Section of the Philadelphia Bar Association; and a member of the board of directors of United Cerebral Palsy of Philadelphia and Vicinity. He is also a past president of the Delaware County Estate Planning Council.

Alex E. Hassid
Commercial Litigation • Washington, D.C.
Alex represents clients in a variety of complex civil cases before federal and state courts. His practice, which covers all phases of litigation from inception through trial and appeal, spans a wide array of subject areas, including antitrust matters, government contracts, and general business litigation. In recent years, Alex represented opt-out antitrust plaintiffs in lengthy federal trials; represented major government contractors in large-scale federal and state court litigation and in arbitration; prepared briefs to the U.S. Courts of Appeals for the First, Second, Fourth, and Tenth Circuits; and conducted and won a trial on behalf of an individual pro bono client in Maryland State court. Alex is a member of the Antitrust and Litigation Sections of the American Bar Association, and is also active in representing pro bono clients in the community.

Michael A. Iannucci

Mike concentrates his practice in complex commercial and class action litigation matters, representing corporate and individual clients in business disputes in a variety of industries, including financial services, real estate, insurance, retail, computer software and technology, mortgage services, oil and propane, franchising, pharmaceutical, and healthcare. He has been involved in numerous trials and appeals, and has extensive experience mediating and arbitrating cases to limit client expense and exposure. Mike is a member of Blank Rome’s Recruiting and Retention Committee, Alumni Committee, Litigation Department’s CLE Planning Committee, and he co-chaired the Firm’s 2014 and 2016 Summer Program. Mike also serves on the board of directors for the University of Delaware Alumni Association, is a member of the Alumni Outreach Committee, and chairs the Lourdes Health System Golf Committee.

Christopher J. Petersen
Corporate Litigation • Los Angeles 
Chris concentrates his practice on complex commercial litigation matters. He represents private and public entities in all phases of civil litigation, from the initial pleading stage through the strategic use of pretrial law and motion practice, discovery, and mediations, as well as trial proceedings and enforcement of judgments. He has participated in numerous trials involving claims for breach of contract and fraud. Chris is an adjunct professor of law at Southwestern Law School where he teaches civil pretrial practice. Active in pro bono efforts, Chris has represented parents in all phases of the adoption process.

James J. Quinlan 
Energy, Environment, and Mass Torts • Philadelphia
Jim concentrates his practice on complex tort litigation, with an emphasis on matters arising from product liability, aviation, maritime, and other transportation accidents. His litigation experience also includes commercial and insurance-related disputes. As a member of the consumer financial services team, Jim represents lenders and financial institutions in a variety of consumer finance litigation matters in federal and state court. He is experienced with motion practice, oral argument, the discovery process, trial practice, and post-trial work. Jim currently serves as president of the Philadelphia Brehon Law Society, and is a member of the Friends of Julian F. Abele Park. He is involved with the George Washington University Alumni Association, serving as vice president for awards for the Executive Committee, and as co-chair for the Philadelphia GW Alumni Network. He is also a corporate ambassador for Failte, Ireland, The Republic of Ireland's National Tourism Development Authority.

Jonathan M. Robbin

Jonathan concentrates his practice on complex commercial and consumer financial services litigation, including class action and appellate work. He represents and counsels lenders and financial institutions in a variety of litigation matters in federal, bankruptcy, and state courts across the country, handling all phases of litigation, from the initial investigation through trial and appeal. He has extensive experience representing companies in complex consumer class actions in both state and federal court and defending claims brought under the Fair Debt Collection Practice Act, Fair Credit Reporting Act , RICO, TILA, RESPA, ECOA, state law UDAP claims, and a variety of common law servicing-related claims. He also counsels and advises businesses and startup companies on copyright, trademark, and other intellectual property matters.

Nikhil A. Heble

Nik is a registered patent attorney who provides strategic legal and business counsel to a diverse client base, including, e.g., generic pharmaceutical, consumer product, and emerging growth companies; investment firms; and universities, on a wide variety of intellectual property-related matters. His practice involves preparing and prosecuting patent applications covering myriad technologies; rendering invalidity and non-infringement opinions; developing and implementing pre-litigation/litigation strategies for Hatch-Waxman-related matters; counseling clients on 505(b)(2) opportunities; conducting due diligence to support in- and out-licensing efforts; and drafting and negotiating various technology-related agreements. Previously, Nik served as senior patent counsel for the in-house patent department of a Fortune 500 consumer products company, and before that as a pharmacist at Thomas Jefferson University Hospital. Nik also has pharmacy experience in both government and industry settings.

Rustin I. Paul

Rustin concentrates his practice in business and corporate matters, with a specific emphasis on mergers and acquisitions. Rustin advises clients in a wide range of industries, including retail licensing and brand management, real estate, technology, media, consumer products, defense, and maritime. He has extensive experience in the following areas: private equity transactions; representation of real estate investment trusts in a variety of transactions; public and private offerings, including advising underwriters in public offerings; registration, regulation, and governance of investment companies and investment advisers; representation of independent boards of directors; and SEC filings, statements, exemptive applications, and disclosure reports. Rustin is also an active participant in the Neighborhood Entrepreneur Law Project, a pro bono service for local small business owners, as well as a previous recipient of the City Bar Justice Center’s Jeremy G. Epstein Awards for Outstanding Pro Bono Service.

Nancy Oliphant Ryan

Nancy focuses her practice on all aspects of benefit and compensation arrangements, working with corporations, partnerships, and LLCs in the design and implementation of equity-based compensation arrangements, long-term incentive plans, and other bonus arrangements. She also counsels employers and executives in the negotiation and documentation of senior executive employment, change in control, and severance agreements. In addition, Nancy advises public, private, and tax-exempt entities with respect to the design and administration of qualified retirement plans, including 401(k) and profit sharing plans, and non-qualified deferred compensation arrangements and welfare benefit plans. She has extensive experience counseling clients on the employee benefits and compensation aspects of mergers, acquisitions, and other corporate transactions. Nancy serves on the Education Committee of the Academy of Natural Sciences of Drexel University and chairs the board of directors for Chestnut Hill Meals on Wheels, a nonprofit dedicated to meeting the nutritional needs of those who are challenged by illness, disability, or age in the communities in and surrounding Northwest Philadelphia.

Marquel S. Jordan

Marquel practices in the areas of toxic tort and products liability litigation. Select representative matters include: defense of a benzene-acute myelogenous leukemia wrongful death trial resulting in a defense jury verdict; appellate work in a wrongful death suit resulting in three discovery mandamus orders immediately prior to trial; representation of major petrochemical companies in chemical exposure and toxic tort cases; negotiation of favorable settlements on behalf of chemical distributors in various cases based on the innocent retailer statute; defense of a paint manufacturer in a successful interlocutory appeal of improper venue determination; and representation of a minority shareholder in federal and state court cases involving claims of shareholder oppression, fraud, negligence, and breach of fiduciary duty, resulting in a favorable settlement.

Jason I. Miller
Finance, Restructuring, and Bankruptcy • New York 
Jason concentrates his practice in the area of commercial finance, with a focus on asset-based and cash-flow financing. He represents institutional lenders, including major national and international commercial banks, finance subsidiaries of banks, private equity groups, mezzanine lenders, and independent factors and finance companies in a variety of areas. Jason is a frequent author on various legal issues affecting secured lenders. A champion of pro bono service, Jason sits on the Firm’s New York office’s Pro Bono Committee and was the recipient of the 2014 Blank Rome Pro Bono Hero Award. He serves on the board of directors of the LIU Post Alumni Association, the board of New York Banking & Finance, and the associate board of Water Collective, a charity committed to bringing water independence to Africa and India.

Kevin M. O’Malley
Finance, Restructuring, and Bankruptcy • Los Angeles 
Kevin concentrates his practice on financial services and commercial lending. He primarily represents commercial banks, mezzanine and second lien lenders, equity sponsors, and other institutional lenders and borrowers in asset-based and cash flow financing transactions over several industries. Kevin is a former advisory board member of Back on My Feet (Los Angeles chapter), a nonprofit organization that combats homelessness through the power of running, community support, and essential employment and housing resources, and is also a former board member of MEND (Meeting Each Need with Dignity), a nonprofit that helps all members of the community living in poverty attain self-reliance and contribute to society as caring human beings. Kevin is also a co-founder of a start-up craft brewery in Los Angeles.

Adrien C. Pickard
Commercial Litigation • Washington, D.C.
Adrien handles a range of matters, from complex commercial disputes to employment, construction, real estate, and trust and estate matters before state and federal courts and on appeal. He focuses his practice in the state and federal courts of the Commonwealth of Virginia, appearing regularly before the District Courts for the Eastern District of Virginia, including Alexandria’s “Rocket Docket” and the Circuit Courts of Northern Virginia. He also has experience litigating before local equal opportunity employment commissions and human rights boards. He is a board member of the Alexandria Third Century Corporation, and has managed and acted as fiduciary for a $500,000 fund providing college scholarships and stipends to Alexandria residents attending colleges and universities in the Commonwealth. In 2013, Mr. Pickard was named to serve on the Executive Committee of the George Mason University Inns of Court.
