"The New Mexico Constitution prohibits the state from incurring any debt unless either authorized by Article IX, Section 7; or authorized by state law for some specified work or object, which law must comply with the various requirements set forth in Article IX, Section 8.
New Mexico's Article IX, Section 14, generally prohibits the state, any county, any school district, and any municipality from directly or indirectly lending or pledging its credit or making any donation to or in aid of any person, association or public or private corporation.
Governmental entities are granted immunity from actions based on contract, except actions based on a valid written contract. NMSA §37-1-23.
Many expenditures of state and local government bodies are subject to the provisions of the Procurement Code. NMSA §13-1-28 through NMSA §37-1-199"
