"Maryland Rule 2-115 authorizes pre-judgment attachment upon affidavit and the filing of a bond.

Pre-judgment attachment in Maryland is available in actions based on contract or tort in the following situations: (1) if the debtor is a nonresident individual, or a corporation which has no resident agent in this State, and the debtor is a person who is subject to personal jurisdiction of the Maryland courts, the action involves claims to property in the State subject to attachment, or the action is any other in which attachment is constitutionally permits; (2) the defendant or its agent acts to evade service; (3) the debtor has absconded or is about to abscond from the State, or is about to remove, from his place of abode in the State with intent to defraud creditors; (4) the debtor is about to assign, dispose of, conceal or remove his property or a portion of it from the State with the intent to defraud his creditors, or fraudulently contracted the debt or incurred the obligation that is the subject of the action; (5) the debtor is deceased and an adult nonresident is entitled by descent or devise from the debtor to any land or interest in land in the State; or (6) in an action arising out of a home improvement transaction if any person required to be licensed under the Maryland Home Improvement Law and is not Md. Code, Cts.; Jud. Proc.; 3-303"
