Meet the Nominees for ELFA’s 2027 Board of Directors

ELFA presents the slate of nominees for officers and members of its Board of Directors who will serve in 2027, selected by the ELFA Nominating Committee. Each ELFA member company may cast one vote for the slate of nominees. Voting materials and instructions will be emailed to each member company’s key contact, who may then vote via confidential electronic ballot on the ELFA website. Voting will close on Friday, August 21. Election results will be announced at ELFA’s Annual Convention in October.


Kirk Phillips

Chair-Elect

kirk-phillips_400x400Kirk is President and CEO of Wintrust Asset Finance, encompassing Wintrust Commercial Finance, Wintrust Specialty Finance (small ticket equipment finance) and Wintrust Equipment Finance (bank product specialist and debt discounting). These three entities represent over $4.5 billion in total assets and 116 employees, and is ranked as the 18th largest bank-owned leasing company (based on 2024 data). He joined Wintrust in 2015 as one of the founders of Wintrust Commercial Finance and served as president and CEO until his current appointment in 2025.

Kirk began his career as a national bank examiner for the Office of the Comptroller of the Currency (OCC).  Following the OCC, he joined the private sector and now has over 36 years of experience in the equipment leasing and finance industry with positions of increasing responsibility at ITT Commercial Finance, Transamerica Equipment Financial Services and AIG Commercial Asset Finance. He has held roles in credit underwriting, direct sales and executive management. He has been a speaker and moderator at ELFA, Marine Money International, Marine Money Offshore and Workboat conferences due to his expertise in maritime and offshore finance. He has been Chairman of the Financial Institutions Business Council Steering Committee and the ELFA LeasePAC, and has served on ELFA’s Membership Committee, Advocacy Committee, Board, as both a Director and Officer, as well as the Foundation’s Academic Outreach Committee. He is a regular attendee of Capitol Connections. He has been a Guest Lecturer and a member of the  Executive Advisory Board at the Nelson Rusche College of Business at Stephen F. Austin State University (SFASU), and has been a strategic advisor to HEROMakers, a nonprofit providing support for orphans located in Latin America. Kirk holds a BBA and an MBA in Finance from SFASU.


Neal Garnett

First Vice Chair

Neal GarnettNeal is the former Chief Commercial Officer and Member of the Executive Board of DLL having announced his sabbatical in April 2026 after 28 years of service to DLL. He looks forward to taking his extensive experience, and strategic and commercial acumen to a new position in the coming months. He was responsible for the company’s commercial strategy and global business activities in the key industry sectors it serves. He joined DLL in 1998 and held positions of increasing responsibility in operations, sales, program/joint venture management and general management. Prior to joining DLL, Neal spent almost 10 years working at leading companies in the banking, financial services and consulting sectors, including HSBC and PriceWaterhouseCoopers (PwC). He is also a chartered accountant with prior experience in audit and corporate reconstruction, as well as a regional representative for the Bank of England’s ‘Chartered Accountants in Business’ panel. He graduated from Royal Holloway and Bedford New College, University of London, with a bachelor’s degree in History and is an alumnus of Darden Business School, University of Virginia’s The Executive Program.


Jeffry D. Elliott, CLFP

Second Vice Chair

Jeffry-Elliott_615x615Jeff is Founder and CEO of Elevex Capital, LLC, the firm he launched in 2025 to provide fast, flexible equipment financing solutions to businesses across North America, including companies underserved by traditional financial institutions. He began his banking career in 1993 with Security Pacific, a subsidiary of Bank of America, in the consumer finance division. He later served as Vice President at U.S. Bank, where he managed the Indirect Funding Group. In 2001, he joined Huntington to build a new equipment finance division, helping grow it over 23 years into one of the largest bank-owned equipment leasing companies in the United States, ultimately serving as president. He has served on the CLFP Board of Directors, and currently serves as Treasurer and Board Member of ELFA. He is a former Chair of the Equipment Leasing & Finance Foundation, where he also chaired the Research Committee and served on the Board of Trustees. He previously served as Vice Chairman and Board Member of MAEL and is a current board member of AGLF. Jeff holds a Bachelor of Science in Accounting and Finance from Miami University and an MBA from Xavier University.


Peter Bullen

Treasurer

Peter-Bullen_July26_1200x1200Peter is Executive Vice President and Group Head for Key Equipment Finance (KEF).  His responsibilities include providing strategic direction and leadership for the business which offers customized equipment finance solutions for middle market/large corporate companies, state and local government clients as well as non-profit entities. Prior to this role he held sales management position where he managed a regional team and then promoted to lead the Bank Channel and Clean Energy businesses. Peter gained his expertise in equipment finance over 17 years in direct sales calling providing unique loan and lease solutions for a variety of assets. He is a past member of the Financial Institutions Steering Committee of ELFA. In addition, he is past Treasurer of the Chagrin Falls Education Foundation and is currently Treasurer of the Equipment Leasing & Finance Foundation.

He holds an MBA from Case Western Reserve University with a focus on banking and finance, and a Bachelor of Science degree from Miami University, with a dual major in Finance and Economics. 


Quentin Cote, CLFP

Director

QuentinCote_1280x1280Quentin is Managing Director, Commercial at Concord, where he leads the commercial side of the business, including equipment finance, small business lending, and other commercial credit administration solutions. He formerly served as President of Orion First, which became part of Concord through its 2025 acquisition, bringing together complementary strengths in commercial and consumer servicing. Cote has more than three decades of experience in specialty finance, structured finance, capital markets, and investment management. He holds an undergraduate degree from Dartmouth College and an MS from the MIT Sloan School of Management. 


Kristian Dolan, CLFP

Director

Kristian-Dolan_1280x1280Kristian, CEO of Northteq, has been a technologist in the equipment finance space for almost two decades. He has been actively involved in board, committee, and speaking engagements with the ELFA, Equipment Leasing & Finance Foundation, and the CLFP Foundation. His passion is identifying third-party services fintech services and enabling them for the equipment finance industry. Kristian has written several articles for the industry on fintech technology, as well as co-authored the Equipment Finance Software Guide published in 2020. Kristian graduated from the University of Washington in Seattle with degrees in Management Information Systems and Japanese.


Tina Eickhoff, CLFP

Tina-Eickhoff_619x619Tina is Senior Vice President and Head of Equipment Finance at U.S. Bank, where she leads one of the nation’s premier bank-owned equipment finance platforms. In this role, she is responsible for driving strategic growth, portfolio performance, customer experience, and innovation across a diversified equipment finance business serving clients nationwide. An active advocate for the equipment finance industry, Tina regularly engages with policymakers and industry stakeholders through her involvement with ELFA and other industry organizations. She is passionate about promoting access to capital, supporting equipment investment, and strengthening the equipment finance profession. She is committed to cultivating the next generation of industry leaders while helping shape the future of equipment finance.


Matt LeSage

Director

Matt-LeSage_1280x1280Matt is head of Vendor Finance for Wells Fargo Commercial Banking. He is responsible for leading the Vendor Finance business, including working across multiple lines of business to accelerate growth, improve the customer experience, and build new capabilities to drive long-term competitive advantage. He joined Wells Fargo in 2016, and has held roles as the sales enablement leader for Wells Fargo Commercial Bank, chief commercial officer for Wells Fargo Equipment Finance, as well as the credit transformation leader for Wells Fargo Commercial Banking. Before joining the company, Matt was the chief commercial officer of GE Capital’s Equipment Finance organization.


Eric Miller

Director

Eric MillerEric is President, Chief Executive Officer, and a member of the Board of Directors of Ansley Park Capital, where he is responsible for the firm's strategic direction, growth, and day-to-day operations. With almost 30 years of commercial finance experience, has has built and led high-performing specialty finance platforms focused on originating, structuring, underwriting, and managing complex middle market and large corporate financing transactions across a broad range of industries and asset classes. Prior to launching Ansley Park Capital, he served as Chief Executive Officer of BciCapital, the specialty lending subsidiary of City National Bank of Florida, and previously he was President of CIT Asset Finance, where he oversaw several of CIT's large-ticket commercial finance businesses.

 

Wayne I. Super

Director

WayneSuper_315x315Wayne is Vice President, Finance at Cisco Capital where he leads the Capital Markets & Underwriting organization, and is a senior executive on the Cisco Capital leadership team. He is responsible for managing a $42 billion portfolio, encompassing extended-term trade receivables, net-30 trade receivables, and term financing receivables. His professional background includes tenure at Akzo Nobel, Pitney Bowes, and service in the United States Navy. He has been active in the broader business community, serving as an Independent Director on various boards and contributing to several non-profit organizations. He holds a bachelor’s degree from the University of Missouri, an MBA from the Keller Graduate School of Management, and a Financial Leadership Certification from the University of Pennsylvania’s Wharton Aresty Institute of Executive Education.
