Legal Resource Spotlight: ELFA State Law Compendium

In the fast-paced and highly regulated world of equipment leasing and finance, staying compliant with state-specific laws is not just the best practice, it is a business imperative. Legal requirements can vary widely from one jurisdiction to another, and keeping up with those changes is a challenge for even the most seasoned professionals. That’s where the ELFA State Law Compendium comes in!

Developed by the Equipment Leasing & Finance Association (ELFA), the State Law Compendium is a premier legal resource designed to help legal professionals, compliance officers, and business leaders navigate the complex and ever-evolving legal landscape of equipment leasing and financing across the United States and parts of Canada.

What Is the State Law Compendium?

At its core, the ELFA State Law Compendium is a centralized, searchable legal database that consolidates key legal information relevant to the equipment finance industry.

It includes:

  • Statutes and regulations governing equipment leasing and financing
  • Case law citations that interpret and apply those laws
  • Expert commentary from attorneys specializing in equipment finance

This resource is designed to be both practical and accessible. Whether you are structuring a lease agreement, evaluating commercial finance disclosure or licensing requirements, or preparing for litigation, the State Law Compendium offers jurisdiction-specific guidance to support informed decision-making. It serves as a reliable starting point for legal research and risk assessment, helping users quickly identify relevant laws and understand how they may apply in different contexts.

Major Update: MultiState Review & Expansion

In a significant enhancement to the State Law Compendium, ELFA recently partnered with MultiState, a nationally recognized policy research and government affairs firm, to conduct a comprehensive review and update of all statutory information contained in the State Law Compendium’s database.

MultiState’s role was both strategic and foundational. Known for its expertise in tracking and analyzing state-level legislation and regulatory developments, MultiState brought a high level of precision and policy insight to the project.

Their responsibilities included:

  • Verifying the accuracy of all existing statutory entries
  • Identifying and removing outdated or repealed statutory citations
  • Incorporating newly enacted legislation relevant to the equipment finance industry
  • Expanding the compendium’s coverage to include additional states that were previously not included

This collaboration ensured that the State Law Compendium reflects the most current legal landscape affecting the equipment leasing and finance industry. MultiState’s involvement also helped streamline the resource, eliminate inconsistencies, and enhance its overall usability for legal professionals and business leaders alike.

By leveraging MultiState’s infrastructure and analytical capabilities, ELFA has positioned the State Law Compendium to be more agile and responsive to future legal developments. This partnership underscores ELFA’s commitment to providing its members with high-quality, up-to-date legal tools that support compliance and strategic planning.

Powered by Legal Experts

Beyond the MultiState update, the Compendium continues to benefit from the contributions of many volunteer attorneys who specialize in equipment leasing and finance law. These legal professionals regularly submit updates, commentary, and insights based on their practice and jurisdictional expertise. Their involvement ensures that the State Law Compendium remains an active, evolving resource, continually updated to reflect legal developments and industry trends.

ELFA actively encourages attorneys to participate in this collaborative effort, fostering a community of legal professionals dedicated to advancing the industry’s understanding of state law. This network of contributors plays a vital role in maintaining the Compendium’s accuracy and relevance.
