This session provides a comprehensive overview of the opportunities for renewable energy investment generally and lease financing specifically.
Part I: Overview of the Federal GovernmentÕs Commitment to Renewable Energy
This segment will provide an understanding of the key legislative initiatives that have impacted the growth and development of alternative energy including a brief discussion of the Emergency Economic Stabilization Act of 2008, and the American Recovery and Reinvestment Act of 2009, along with an overview of the continuing role played by ELFA to provide guidance and clarity on tax matters related to the financing of renewable energy projects.

Part II: Opportunities and Challenges in Wind Power Financing
Panelists will discuss the state of the wind energy industry, the opportunities and rationale for financing wind facilities in 2010 and beyond, and the market challenges leverage leasing wind energy facilities. Part III. Energy Savings Performance Contracts (ESPC) and Infrastructure Financing
The great interest in financing infrastructure and energy savings projects is largely the result of both commercial and governmental organizations needing to find ways to reduce energy costs and update antiquated infrastructure. Panelists will discuss the basics of infrastructure and energy savings financing and how customers can afford projects in this space. Panelists will define what an ESPC is and quantify the magnitude of the market; review the tenets of relevant legislation and correlate this to the basic economics of energy savings contracts; discuss projects that are viable candidates for financing in the energy savings and infrastructure segments; help attendees understand the phases of an ESPC project, the parties involved and their roles; and review the collateral, credit and unique government risk issues when financing an ESPC transaction in the public and private sectors.

Part IV: Lease Financing and Structuring of Solar Energy Installations
Lease financing of solar energy projects in the US has demonstrated considerable growth over the past three years spurred by a combination of the increasing economic attractiveness of alternative energy sources in general, and the prevalence of federal and state tax initiatives. This panel discussion will focus on the principal reasons behind the growth of the solar energy industry in the US, will highlight US tax legislation (federal and state) affecting the growth of the solar industry and the long-term prospects of tax-equity investments in solar property, and will review financing solar installations and why leasing works for these projects.
